When you complete the leveling process for Shipyards, you can upgrade your fleet to the highest level possible. This requires 15 Naval Missions (which is already the same as the previous quest), 1,000 Garrison Resources, and the Ship Blueprint for Submarine. In addition, upgrading to level two will not affect the Shipyard’s appearance – it will simply increase the size of your fleet by two.
