The reason for this is unclear, but it seems likely that Silco is concerned with Jinx’s well-being. After all, he preaches the importance of sacrifice for the cause. Despite this, he refuses to punish Jinx for his crimes. In the end, he does make a deal with Jayce to let the two cities operate independently. Nonetheless, Silco will have to take Jinx into account when it comes to repaying Jinx for his actions.

Jinx’s plight is complicated. After the lab incident, Jinx had no trust in Silco. She had overheard Silco talking to another player about the Piltover offer. This made her feel unsafe and wanted to kill Silco. This decision left Jinx paranoid, and she eventually sided with the enforcers and turned on him.
