The Spectral Steed Whistle is a reusable item in the game Elden Ring. It is obtained by Melina after visiting three Sites of Grace. This device is a small, gold-worked finger whistle that is used to summon Torrent. It is not necessary to wear it to summon Torrent; a wearable replica of it was included in the pre-order bonus offered by GameStop.
The Spectral Steed Whistle is used to summon Torrent in Elden Ring. You can obtain this item from a Maiden outside of Stormgate or northwest of the Gatefront Ruins. Once you have it, use it to summon the horse, Torrent. Torrent will follow you until you dismiss it or destroy it. When you want to summon Torrent again, you must use a Flask of Crimson Tears.

You will find the third Lost Grace behind a large Soldier encampment, usually just before a gate.
