Nintendo has released a news flash mentioning that this is the last Special Import item you can get in the game. Unlike other items, you can only get these through QR codes or friends.

SpotPass is no longer available in Tomodachi Life
After nearly two years of sending out exclusive items to Tomodachi Life players through SpotPass, the game has finally shut down SpotPass for good. For now, however, the game is letting its players unlock one last color of schoolgirl uniform. A Tomodachi Life news flash mentions that this will be the last Special Import item, which will be available in game only from friends and through QR codes.
Tomodachi Life’s explorers can use a feature called StreetPass to exchange Export Items between islands. This feature allows you to send your character to a different island, which will allow them to pick up the item they’ve received. The special item that you’re looking for is unique to each island, and SpotPass is the only way to get it. To send someone a StreetPass tag, you need to wait at a Port. Each tag will send a traveler to a different island.
