Caria Manor
In Elden Ring, there is an underground area known as the Siofra River. Blaidd will be located in the deepest part of the river, near a cliff. Once Tarnished, he will remain at this location, but once you begin the quest, he will move to Redmane Castle. To reach this area, you must use the Siofra River Well.

After defeating General Radahn, you’ll meet Blaidd at the Siofra River. Depending on when you first meet her, you’ll be able to have a dialogue with her to find out more about the story. Once you have found Blaidd, talk to the other members of her crew and gather information about him.
