As the patriarch of the Ijin Clan and retainer of Omi Alliance chairman Jin Goda, Nishitani is fascinated by fighting and wants to protect Majima from a rival clan. Nishitani is known for his mania for violence, which makes him a perfect fit for Majima. He is unpredictable and loyal only to his own desires. This trait of his has also made him a favored target for the Mad Dog persona.

In the manga and anime series, Majima remembers Nishitani. He calls him “crazy,” but feels that his lifestyle makes him a perfect man. The karate style of Nishitani embodies his wild personality. He attacks with kicks, slashes, and stabs, and chains them into acrobatic combos. His style is difficult to counter, which makes him a dangerous opponent.

They start out as the Shimano Clan but eventually turn into a legitimate construction company. Then, in the third game, Majima returns to the Tojo Clan.

After defeating Nishitani at the Grand, Majima reveals that the two sides in the conflict are completely opposite, and the Omi Alliance members barge in and demand Makoto. Majima then finds out that a Tojo benefactor has paid him to bring Makoto back to his family. The incident leads Sagawa to question Majima about a hit Makoto received. However, Majima dismisses the accusation and makes the Omi Alliance benefactor pay the alleged amount of money.
