Level 2 medium blueprints
Level 2 medium blueprints are required to complete the Spires of Arak Outpost quest chain, which requires you to be level 98. To get them, you need to have Outpost Building Assembly Notes, which you can obtain by completing quests in the Outposts. Once you’ve earned enough of these notes, you can use them to create the next level of your garrison’s buildings. Level 3 blueprints, however, are only available after you have reached level 100 and completed the Outpost quest chain.
Level 3 medium blueprints
The Outpost Building Assembly Notes book is a required tool for upgrading the Tavern. The Tavern cannot be upgraded until a level 98 character or after they have built the Spires of Arak outpost. It also costs 1,000 gold to upgrade level 3 small buildings. Level 1 small blueprints are free, but you need to be at least level 94 to upgrade to level 3 medium ones.
Level 1 small blueprints
Fortunately, there are many ways to get level 1 outpost building assembly notes. You can acquire them through a short questline, such as the one that starts with a boss found on the Draenor outpost. The first of these blueprints can be found by doing a quest for the Shadows Awakening and the Butcher of Bladespire. Once you’ve obtained these blueprints, you can upgrade your Garrison and Salvage Yard to obtain the level 2 ones. However, you’ll need to be level 96 or higher to purchase level 2 or level 3 outpost building assembly notes. This is not required until you complete the Working More Orders achievement or once you’ve reached level 100.
The level 3 outpost building assembly notes are locked behind an achievement. Level 100 is the prerequisite for level 3 blueprints. To unlock them, you must be level 100 and have collected 100 pieces of salvage from missions. To unlock them, you must complete the Garrison quest, which requires a level of 100. The level three blueprints are only accessible after you have completed all level one small and medium outposts.
